Profile of Older Adults by Poverty Status: 2021
The U.S. Census Bureau today released a new report on adults age 65 and over who are living in poverty. Using data from the Survey of Income and Program Participation (SIPP), the Profile of Older Adults by Poverty Status: 2021 report examines the sociodemographic characteristics, living arrangements, program participation, and net worth of older adults by poverty status.
The SIPP is a nationally representative, longitudinal survey administered by the Census Bureau that provides comprehensive information on the dynamics of income, employment, household composition, and government program participation.
Many older adults rely heavily on Social Security, the largest anti-poverty program in the United States, and research shows it was the sole source of income for 28% of adult recipients in 2021.
But not all older adults get Social Security benefits, for reasons such as insufficient or no work history. In 2021, older adults — defined here as those age 65 and over — who were living in poverty were less likely than their counterparts not in poverty to receive income from programs such as Social Security.
What are the characteristics and living arrangements of these older adults in poverty — and what income sources do they rely on to make ends meet?
A U.S. Census Bureau report published today uses data from the Survey of Income and Program Participation (SIPP) to draw a profile of the 4.7 million older adults who lived in poverty in 2021.

Decision-Making in Later Life - Webinar on 6/11 was Recorded
We all have the right to take risks and make choices that give our lives meaning. Risk taking is a fundamental part of decision making. However, older adults’ participation in activities that carry risk often comes under scrutiny, particularly if they experience physical, cognitive, mental health, or functional decline.
This webinar will address how elder justice professions can support older adults in navigating the assessment, management, mitigation, and acceptance of risk that may expose them to abuse or harm.

ACL.gov Final Rule Establishing Adult Protective Services (APS) Regulations
On May 7, 2024, the Administration for Community Living (ACL.gov) released a final rule to establish the first federal regulations for adult protective services (APS) programs.
Background on Adult Maltreatment and Adult Protective Services
Research shows that at least 1 in 10 older adults who live in the community experiences some form of maltreatment each year — and this is likely an undercount, because only 1 in 14 cases is reported. We also know that adults with disabilities experience abuse and neglect far more often than their peers without disabilities, although estimates of the prevalence vary significantly from one study to the next.
This can have serious physical and mental health, financial, and social consequences. People who experience abuse have higher rates of depression, hospitalization, and institutionalization — and they are more likely to die prematurely. They also may experience deteriorated family relationships, diminished autonomy, and institutionalization as the direct result of maltreatment.
APS programs across the country support older adults and adults with disabilities who experience, or who are risk of, maltreatment or self-neglect. APS programs investigate reports of maltreatment; conduct case planning, monitoring, and evaluation; and provide (or connect people to) a variety of medical, social service, economic, legal, housing, law enforcement, and other protective, emergency, or support services to help them recover.
APS has been funded and administered wholly at the state or local level until recently. Consequently, there is wide variation in APS services and practices between, and even within, states. The new regulations will improve consistency and quality of services across the country.
👵🏻 Senior Living Guide 2024: What is Aging in Place?
"Aging in place refers to the concept of growing older while staying in your own home and neighborhood instead of moving to a nursing home or assisted living facility. While aging in place requires planning, support, and health considerations, it can be a great option for people who want to maintain a level of independence into their senior years.
"A survey conducted by AARP in 2021 discovered that the majority of adults aged 50 and above – specifically, 77% – wish to continue living in their own homes as they grow older. Interestingly, this desire remains strong across different age groups, with 63% of adults of all ages expressing the same sentiment.
"Aging in place requires careful planning and consideration to ensure safety, comfort, and independence as someone grows older. Factors like transportation options, home safety, family support, and healthcare access all need to be considered to make it a safe and worthwhile option."
